The service area of Lorain-Medina Rural Electric is divided up into nine districts, each with a member elected representative. Each district has one elected trustee to represent all of the members of that district for a term of three years. Candidates seeking election to the board of trustees must file a petition with at least 25 signatures of members residing in their respective district. If more than two candidates file a petition, a district-wide mail-in election will be conducted. The two candidates with the most votes by mail ballot will have their names placed on the annual meeting ballot. Three trustees are elected each year at the cooperatives annual meeting.
The Board of Trustees meets every month. They are responsible for setting the cooperatives policies and rates, approving contracts and regularly review the operating performance of the cooperative and its appointed management. As representatives of the rural community, they communicate the interests of the Cooperatives membership.

Mr. Rowland has been a Lorain-Medina Rural Electric Cooperative Trustee since 1978. He was the president of the Lorain-Medina Electric Cooperative Board of Trustees from August 1997 to August 2003 and vice-president from 1992 to 1997. Mr. Rowland is board member of the Federation Energy Services Cooperative, which is the management and share services cooperative formed in 1998 with North Central Electric Cooperative in Attica, OH. Mr. Rowland represents Lorain-Medina Rural Electric Cooperative as a trustee on the Buckeye Power Board of Trustees. He previously served two years as vice-president and two years as president of the Ohio Rural Electric Cooperative Board of Trustees from 2002 to 2006. Mr. Rowland received his NRECA Board Leadership certificate in 2007 and his NRECA Credentialed Cooperative Director certificate in 1998.
